Eviction Legal Defense Program (ELDP)

The Eviction Legal Defense Program seeks to provide legal representation to low-income, vulnerable communities with the goal of decreasing the chance of displacement due to court-ordered eviction. Along with legal representation, clients also have access to financial assistance to help cure the eviction. To be eligible for financial assistance, tenants must be receiving legal support from one of the three current legal service providers in ELDP: Oregon Law Center (OLC), Portland Community College (PCC), or Metropolitan Public Defenders (MPD). Financial assistance can be used to pay rent arrears, court fees, damages related to the eviction, current rent, and future rent. The ELDP Financial Assistance Fund is managed by United Way (UW).

Tenants living in Multnomah County are eligible to receive services through June 30, 2024. After this date, the program is only open to City of Portland residents. 

Portland Community College (PCC) CLEAR Clinic

The CLEAR Clinic runs a letter-writing clinic which can provide legal advocacy and support to tenants who are not yet in the eviction process. PCC can help to address concerns such as repairs, reasonable accommodations or modifications, getting security deposits returned, and ensuring that tenants' legal rights are protected.

Legal Aid Services of Oregon (LASO)

The Legal Aid Services of Oregon provides legal advice and assistance to low-income residents of the City of Portland. LASO engages in targeted outreach efforts to vulnerable communities in order to increase awareness of fair housing laws and tenant protections. Eligible tenants have access to legal intake, investigation, and representation for fair housing cases.  This program also supports the work of the Anti-Displacement Project, which has the goal of increasing collaborations between LASO PRO and BIPOC and immigrant community-based organizations on issues related to gentrification and displacement.

Metropolitan Public Defenders (MPD)

The Community Law Division of the Metropolitan Public Defender provides up to 6 Expungement and Barrier Reduction Legal Services Clinics a year hosted with community-based organizations located within the City of Portland.At these clinics, residents of the City of Portland meet with an attorney who does an analysis to determine if participants are eligible for expungement, felony reductions, court debt relief, driver’s license reinstatement, eviction expungement, warrant lifts, immigration legal services, and much more.If eligible, the attorney will then work with the clients to reduce these legal barriers.

Resolutions NW (RNW)

The Landlord-Tenant Mediation Program provides free mediation services to landlords and tenants with rental housing disputes. As mediators, RNW support landlords, property managers, and tenants in working through housing issues by helping to bridge communication gaps and assist parties in finding solutions that will work for everyone involved. The program's goals are to increase housing stability, reduce the number of court filings, and improve relationships between landlords, property managers and tenants.

Community Alliance of Tenants (CAT)

The Community Alliance of Tenants’ (CAT) Renters Rights Hotline provides Portland tenants with detailed information about their rights and practical suggestions to help navigate tenant issues. Tenants can get answers to their most important questions surrounding resources, legal requirements and updates to landlord-tenant policies that affect them. CAT also partners with local culturally-specific organizations to provide supportive services in appropriate languages and direct legal referrals when necessary.

Fair Housing Council of Oregon

The Fair Housing Council of Oregon (FHCO) provides a variety of services related to fair housing in their partnership with the Rental Services Office. FHCO provides information and education to local housing providers about compliance with fair housing laws and best practices. Their program also includes a Fair Housing Act Compliance Hotline that screens complaints from the community about fair housing issues, provides referral to appropriate resources and provides advocacy services for substantiated claims. FHCO conducts audit testing of the local Portland market and authors an annual testing report for the Rental Services Office.

Impact NW

Through their Substandard Housing Relocation Program, Impact NW provides relocation services to low-income renters living in units with a variety of habitability issues. Impact NW receives referrals related to mold, fire, lead or vacate orders related to unit condition. The goal of the program is to provide appropriate assistance to eligible households that stabilizes their housing situation and enables the household to secure safe, permanent replacement housing. Possible paths to this goal include support services such as case management, rent assistance, mental health or substance abuse services, skills building, engagement in job training or assistance in locating and transitioning to safe suitable permanent housing.

Real Estate Property Management Education

Real Estate Property Management Education (RPM) provides virtual classes related to local landlord-tenant laws for housing providers. Their educational offerings in partnership with the Rental Services Office are tailored for small owner-operators and cover topics such as Mandatory Renter Relocation Assistance, fair housing and security deposits. Classes are offered live in a virtual environment or pre-recorded.

Unite Oregon

In partnership with the Rental Services Office, Unite Oregon provides free classes for tenants with a focus on immigrant populations and services in languages other than English. Unite Oregon also provides information on tenant resources to their communities and refers clients to fair housing services when appropriate.

Fair Housing Collaborative

The Fair Housing Collaborative is a network of local organizations, led by the Urban League of Portland, that provide housing support services and technical or legal assistance to Portland tenants facing fair housing concerns. The Urban League, El Programa Hispano Catolico and Unite Oregon provide intake and culturally supportive services to community members while connecting them with technical expertise from the Fair Housing Council of Oregon, Legal Aid Services of Oregon, Metropolitan Public Defenders and the Oregon Bureau of Labor and Industries. In addition to these services, the Collaborative provides technical cross-training of organizations on landlord tenant and fair housing issues, hosts Know Your Rights trainings and an annual resource fair.
