Laura Golino de Lovato, Co-chair
Laura Golino de Lovato is the Executive Director of Northwest Pilot Project (NWPP), a nonprofit organization providing housing assistance and advocacy to very low-income seniors in Multnomah County. Laura has over 30 years of fundraising and nonprofit management experience, providing leadership in fund development, strategic planning and community engagement. She joined NWPP in October 2016. She serves on the board of directors of PDX Jazz/Portland Jazz Festival, and Here Together. Laura holds a Master’s degree in Library and Information Science from Simmons College, Boston. She values social justice and peace, inclusive communities, and animals. She lives south of Portland with her husband and two Golden Retrievers.
Allen Hines
Allen Hines is the director of the Real Choice Initiative, a project that works to support people with disabilities to transition from institutions to living in the community. He is a graduate student at Portland State University in the Counselor Education program. His focus is on mental health counseling for people with disabilities. He has lived independently for 12 years and has personal experience finding and maintaining housing as a person with a disability.
Amber Cook
Amber Cook (she/ella) is an income tax professional with H&R Block during the tax season, and an eviction court observer with the PSU Eviction Study outside of it. She volunteers at The Portland Adventist Community Services food pantry, and is the lead tenant organizer at Milepost 5, a once thriving artist community in the Montavilla neighborhood of Portland. She's lived in Portland since she moved here to attend Reed College and fell in love with the city and the Gorge and the coast and the McMennamin's.
Angelita Morillo
Angelita is passionate about local government and ensuring that policy makers are led by the community they serve, and not the other way around. The experience of moving from Paraguay to the United States as a child, as well has her experience growing up as an immigrant, shaped and developed her interest in government and policy. She studied Political Science and Legal Studies and worked in local government as Tribal Relations Policy Advisor and Constituent Services Specialist before moving on to be a Policy Advocate at Hunger Free Oregon.
Christian Bryant
Christian Bryant has been working in the Real Estate and Property Management industry since the beginning of 2009. He is currently the President of IRC Real Estate and Property Management, the Portland Area Rental Owners Association, and the Northwest Real Estate Investors Association. Through his live continuing education company, Real Estate & Property Management (RPM) Education, he trains landlords across Oregon and the United States how to be responsible property managers. He also happens to be in the unique position of being a property manager by profession while also being a tenant.

Ian Davie
Ian Davie (he/his) is Deputy Executive Director at Home Forward where he works with teams deploying housing services in pursuit of anti-racist policies and outcomes. At Home Forward, Ian supports various departments including rent assistance, homelessness initiatives, property management, and safety. Ian’s work is informed by an upbringing in rural Oregon, college in Los Angeles, and a dozen years of real life education in New York City. During those years, his focus on tenant rights, eviction prevention, housing system reform, and anti-racism policy work expanded as a poverty law attorney and Deputy Director of Housing at Bronx Legal Services. Ian and his partner returned to Oregon in 2016, welcomed babies in 2018 and 2019, and still sneak in bike rides, jogs, and scooter parties under the supervision and direction of two little ones.
Kristina Goodman
Kristina Goodman has been working with people experiencing housing insecurity or instability for several years. Kristina is currently working on the permanent supportive housing team with the Joint Office of Homeless Services. In this role she works with nonprofit organizations, owners, developers, and property managers to create programming to stably house our communities most vulnerable members. Kristina’s education includes an undergraduate degree in Health and Human Services and a graduate degree in Human Behavior. As a lifetime Portland community member, Kristina is personally invested in advocating for the city’s residents and believes that we all deserve a habitable and affordable home.
Matthew Maline
Matthew Maline is a legal professional with experience working with small landlords and tenants in the Portland area. Matthew’s training as a litigation attorney and work in various aspects of the housing industry has prepared him to understand concerns facing our community’s various stakeholders. Matthew’s experience advocating and representing both property owners and renters along with his professional experience working with the New York City Housing Authority is an asset to the Rental Services Commission.
Moriah McSharry McGrath
Since moving to Portland from New York City in 2006, Moriah (she/her) has been a renter, housing provider (a.k.a. landlord), homeowner, and condo board member. Moriah is currently a faculty member in the School of Urban Studies and Planning at Portland State University. Before becoming a professor, she worked at the Multnomah County Health Department, where she focused on housing and environmental justice issues. She is also a returned Peace Corps volunteer (Madagascar).
Pippa Arend
In 2001, Pippa co-founded p:ear, a nonprofit for homeless youth, where she served as youth mentor and Development Director for 20 years. During this time, she also owned two small rental apartment buildings, providing much needed urban housing. Pippa grew up in NE Portland and, except for brief stints in Vermont and in Eastern Europe, has enjoyed the bounty and beauty of the Pacific Northwest for her entire life. Currently, she runs Good Fortune Consulting, through which she supports and connects donors and nonprofits doing good work in the world.
She is an active Board Member of the James Beard Public Market and AMP, and is also an artist.
Regina Amodeo
Regina Amodeo (she/her) currently works at REACH CDC, which develops and manages affordable housing, as the Manager of Compliance, overseeing the compliance functions of over 2,700 units of rental housing. Regina has over 14 years of affordable housing experience in the Portland Metro area, including Permanent Supportive Housing, Section 8 and Tax Credit programs. Regina understands the challenges of balancing regulatory requirements with trauma-informed and low-barrier approaches to housing access. She is an advocate for creative and equitable solutions to ending the housing crisis and experienced in building partnerships amongst agencies and communities to improve rental housing availability. She has a graduate degree in Public Administration from PSU and has lived in Portland since 2005, renting in many neighborhoods before settling down in Montavilla.
Stephanie Phillips Bridges
Stephanie is a policy analyst for the Urban League of Portland and has been looking for a way to engage with the City of Portland and provide representation for the Black community. She brings a wealth of experience in working with communities of color and communities in crisis. She is hoping to bring her perspectives through personal and professional lived experience to the RSC to better understand and inform how rental housing laws and regulations impact various community groups.
Vivien Lyon
Vivien Lyon (they/them) is the Managing Attorney of a new eviction legal defense program administered by PCC CLEAR Clinic. They have practiced residential tenant defense since 2016, and they advocate for tenants and for legal reforms to address the gap in access to justice. Vivien is involved with several local tenant organizations and brings technical experience in navigating the legal system and handling issues such as eviction, habitability and retaliation. They're a long-time renter in Portland, having relocated here from Chicago in 1999.
