Current Renter Protections
Multnomah County tenants have a 90-day safe harbor from termination or eviction due to nonpayment of rent after providing documentation of their application for rent assistance to their landlord. Tenants outside Multnomah County have a 60-day safe harbor. Tenants can deliver their documentation (along with the attached cover letter) by email, text message, mail, or personal delivery. Low-income tenants can apply for rental assistance in Multnomah County through one of the 40+ partner organizations. After completing an application, the tenant will automatically receive a written confirmation that they can provide as proof to their landlord.
The federal eviction moratorium extension through July 31, 2021 for qualifying tenants has expired.

How to verify your jurisdiction
Temporary amendments to the amount of rent increase that qualifies a tenant to request Relocation Assistance. Applies to rent increases, of any amount, with an effective date between September 16, 2020 and March 31, 2021.
