About the Grant

The Portland Housing Bureau (PHB) is offering funding to support capacity building for organizations that promote home sharing. This grant is intended to help organizations grow, strengthen their operations, and provide services to homeowners either engaging in or preparing to engage in home sharing activities. The goal is to ensure that more homeowners and tenants can successfully engage in home sharing, including expanding the number of home sharing units in Portland.

The FY26 PHB budget includes funding to implement a home sharing initiative. Mayor Wilson has called for the activation of spare bedrooms through an expansion of home sharing. Toward this goal, PHB is proposing to implement a 12-month home sharing grant pilot program designed to encourage homeowners with spare rooms to rent those rooms via a qualified home sharing provider or platform. PHB plans to invest in direct grants to homeowners to support implementation of that goal and separately in non-profit capacity building grants, the subject of this grant process.

Applicants may choose the focus area(s) that further the purpose of this grant, which is to support organizations to grow, strengthen their operations, and support housing-related work.  Some examples include:
