PHB Annual Reporting Process Flow – Development Incentives Projects

Information

When is reporting due?

Refer to the project's fiscal year end (FYE) date to determine its reporting due date.

  • FYE December 31  ⇢   Reporting due April 1 of the following year.
  • FYE June 30                Reporting due October 1 of the same year.

Process Flow for DI Projects

Overview of the major steps.

New Project

  • PHB sends Welcome Letter with DI Rent & Utility Allowance Schedule, & reporting requirements information
  • Owner submits Rent & Utility Allowance Schedule for PHB review & approval
  • Ownership communicates unit mix, affordability requirements, & reporting requirements to Property Manager (PM)
  • Certificate of Occupancy (COO) is received

Annual Reporting

  • PM registers for WCMS
  • PM completes required Tenant Income Certifications (TICs) for regulated units thoughout the reporting year (move-in, annual recertifications, etc.)
  • PM enters tenant data from TICs into the Web Compliance Management System (WCMS) prior to reporting deadline

Reporting Completion

  • PHB sends ACT Workbook to PM with action items/questions and sets due date for response
  • Compliance contacts respond to those items by listed due date
  • PHB reviews responses
  • If responses are incomplete or more info is needed, PHB will send back for additional response
  • If response is complete, PHB finalizes the ACT
