The N/NE Preference Policy aims to address the harmful impacts of urban renewal by giving preference to housing applicants with generational ties to North/Northeast Portland.


We are launching a new version of the Preference Policy waitlist application portal! Apply for both rental and homeownership opportunities in one user-friendly place. The rental waitlist is open and will remain open year-round. The homeownership portal opens in 2024. There is no need to reapply for the rental housing waitlist if you applied in 2021 or later. Thank you for your continued engagement.

The N/NE Preference Policy aims to address the harmful impacts of urban renewal and displacement in the North and Northeast Portland community.

It is a housing waitlist program developed to support current and former residents of North and Northeast Portland who have been involuntarily displaced or are at risk of displacement from the region. Applicants with historical ties to the area will be considered before applicants without a previous history of residence in the area for existing and upcoming rental and homeownership opportunities.
