Published

The Portland Housing Bureau (PHB) published and adopted on a temporary basis the Temporary & Draft Permanent Administrative Rules for the Affordable Housing System Development Charge Exemption Program on September 8, 2026. The updates fully replace the current Affordable Housing SDC Exemption Program Administrative Rules.  The updates made to these rules reflect recent City Council code changes adopted on July 29, 2026 through Ordinance 192210 and will expand the rules to include rental units, more broadly align the rules with other PHB administered programs, clarify policies and procedures, and strengthen enforcement provisions. The public is invited to provide testimony on the draft rules prior to their permanent adoption.
