Consolidated Plan 2026-2030 and Action Plan FY 2026-2027 Public Comment Period

Comment period opens July 7, 2026. The public is invited to provide written comments on the draft Consolidated Plan and Action Plan. Please submit by August 5, 2026.

The Portland Consortium includes the City of Gresham, the City of Portland, and Multnomah County. To secure federal entitlement funding from the Department of Housing and Urban Development (HUD) through its formula block grant programs, the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA), an approved five-year Consolidated Plan and annual Action Plans are required.

The Consortium's upcoming Consolidated Plan will cover the fiscal years 2026-2030. Once approved by HUD, this plan will be in effect for the full five years. Additionally, the plan includes the first Action Plan for this cycle, covering fiscal year 2026-2027. The Action Plan for the City of Portland details the funding levels available for the mentioned programs, including allocations and objectives at the project level.

The Portland Consortium's Consolidated Plan for 2026-2030 and the City of Portland's Action Plan for FY 2026-2027 will be available for public review and comment on our website Consolidated Plan/Action Plan, starting Tuesday, July 7, 2026. The public comment period will last for 30 days, concluding on Wednesday, August 5, 2026. Physical copies of the Action Plan will be available upon request.
