Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain Broadway Corridor Affordable Housing Project

This is to give notice that Portland Housing Bureau (Responsible Entity) under 24 CFR Part 58 has determined that the following proposed action under the Broadway Corridor Affordable Housing, is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and the Portland Housing Bureau will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.

The proposed project is located at 751 NW Hoyt St, Portland, Oregon, 97209, Multnomah County, at the intersection of NW 9th Avenue and NW Johnson Street (Broadway Corridor Parcel 4a). The extent of the FFRMS floodplain was determined using the 0.2 percent flood approach, and the entire 0.69-acre project site is within the 500-year floodplain. The proposed project site has been in continuous use since the 1890s. It has primarily served as a rail car service and repair yard, and is currently a paved parking lot. Home Forward intends to develop the proposed parcel into one 14-story affordable housing building with a total of 229 units. All residential units will be located on the second through 14th floors. The first floor of the building will be occupied by community-use spaces. The building will also include a workforce development center, early learning center, two community rooms, a 2nd floor roof courtyard, a playground connected to the early childhood learning center, computer room, community kitchen, laundry, bike storage and property management and supportive services offices and meeting rooms. Some landscape features will incorporate increased pervious surface areas planted with trees, shrubs and perennial forbs.

There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.
