REQUEST FOR RELEASE OF FUNDS

On or about January 21, 2026, the Portland Housing Bureau will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) Funds, authorized by Title 1 of the Housing and Community Development Act of 1974, as amended, and Public Law 93-383, as amended, to undertake the following project:

TAGGART MANOR INTERIOR REHABILITATION

Taggart Manor is an alcohol and drug free community (ADFC) family housing property for approximately 40 adults and 60 children. Built in 1960 and acquired by Central City Concern (CCC) in 2001, Since acquisition, CCC has owned, operated, and maintained the property as part of its mission to provide stable, recovery-oriented housing for families exiting homelessness and substance use treatment.

Taggart Manor is located at 8066 SE Taggart Street in Southeast Portland's South Tabor neighborhood, close to major commercial and transit streets of SE 82nd Ave and SE Powell Blvd. This central location provides residents with access to essential services and community resources that support stability, health and self-sufficiency. Property is also well served by public schools, grocery access, parks, and transit.

The property needs significant rehabilitation to preserve long-term livability and ensure health and safety of residents. Key preservation needs include addressing deferred maintenance, making urgent health and safety repairs, and replacing aging systems and components that have exceeded their useful life. Proposals include improved energy performance and integration of renewable energy measures, which would reduce operating costs and support resident comfort and resilience. This project is being funded with a combination of Federal funds as listed above and local Portland Clean Energy Funds.

Specific upgrades will include the following:

  1. Kitchen renovations for 8 units including replacing cabinets, counters, hoods, sinks, fixtures, and appliances.
  2. Bathroom renovations for 14 units including replacing toilets, washbasins, shower surrounds, fixtures, exhaust fans, and tiling.
  3. Replacement of interior and exterior lighting with energy-efficient upgrades with new controls.
  4. A full electrical service upgrade will replace outdated wiring and fixtures.
  5. Mini-split units in bedrooms (Living room mini-splits were added in 2003) will replace aging heaters.
  6. Energy efficient heat pump hot water heaters will replace aging electric water heaters.
  7. Installation of a new 115 KW rooftop solar PV system to offset approx. 60% of total site energy use.
  8. Installation of 2 electric vehicle (EV) charging stations.

An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Portland Housing Bureau, 1900 SW 4th Avenue, Suite 7007, Portland, OR 97201 and may be examined or copied Tuesdays through Thursdays, 9:00 a.m. to 4:00 p.m. by sending a request to anna.shook@portlandoregon.gov. During the comment period, this review is also available at https://cpd.hud.gov/cpd-public/environmental-reviews.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Portland Housing BureauAll comments received by 5:00 pm on January 20, 2026 will be considered by the Portland Housing Bureau prior to authorizing submission of a Request for Release of Funds and Environmental Certification to HUD. ENVIRONMENTAL CERTIFICATION

The City of Portland certifies to HUD that Anna Shook in her official capacity as the Certifying Officer for the City of Portland consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD/Portland's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Portland to utilize HUD program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will consider objections to its release of funds and the City of Portland's certification for a period of fifteen days following either the anticipated submission date (cited above) or HUD's actual receipt of the request (whichever is later) only if the objections are on one of the following bases:

(a) that the Certification was not executed by the Certifying Officer of the City of Portland; 
(b) the City of Portland has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; 
(c) the City of Portland has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; 
(d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. 

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the U.S. Department of Housing & Urban Development. Potential objectors should contact the U.S. Department of Housing & Urban Development at Portland_RROF@hud.gov to verify the actual last day of the objection period.

This Notice shall satisfy the above-cited two separate but related procedural notification requirements.
