Home Forward has opened T. Joyce Phillips, a project which redeveloped 40 existing affordable units and added another 147. This family-focused project includes a community center, outdoor play areas, and 118 units with two to four bedrooms. This project received funds from the Metro Housing Bond.

The T. Joyce Phillips Apartments, formerly known as Dekum Court, are complete. Funded by the Metro Housing Bond and developed by Home Forward, this project redeveloped 40 units and added 147 new affordable homes in Concordia. A full 63% of these units have two or more bedrooms to accommodate a range of family sizes. And 61 units are restricted at 30% of Area Median Income (AMI) for extremely low-income households.

A family-focused project, Dekum Court increases the community's pre-school capacity by building two new classrooms at the Albina Head Start Clegg site 1/2 a mile away. Other amenities include a community center, outdoor play areas, community gardens, and off-street parking. Dekum Court is sited near schools, transit, and groceries.

The Metro Bond will bring over 2,150 affordable homes to Portland, with 946 now open. Along with the homes funded by Portland's Housing Bond, these units can house 9,500 Portlanders in need at any given time.

The project was designed by LEVER Architecture and Walsh Construction Co. served as general contractor.
