PHB's partners at REACH CDC can now break ground on 73Foster, a new 64-unit affordable housing project. Funded by the Metro Housing Bond, 73Foster will include 22 units of Permanent Supportive Housing (PSH) for those exiting homelessness. It is expected to open in late 2026.
Residents will benefit from easy access to the 14 TriMet bus, culturally diverse retailers and groceries, schools, parks, and the Mt. Scott Community Center. REACH CDC will use Portland Clean Energy Community Benefits Fund (PCEF) dollars to install mini-split air conditioning and a solar array. The project will include 10 ADA accessible units, as well as a loading space that will make mobility easier for disabled residents.
The Foster-Powell development will be the 21st Metro Bond-funded project to break ground in Portland. The Bond is now exceeding all major goals and bringing 2,154 affordable homes to the city, with 712 now open and another 792 expected to open by the end of 2026.
The project was designed by Holst Architecture and Walsh Construction Co. will serve as general contractor. Community Vision will provide services for PSH residents.
