Prosper Portland and the Portland Housing Bureau are extending the application for the East Portland Community Leadership Committee (CLC). Each of the recently approved East Portland Tax Increment Financing (TIF) Districts will have a dedicated CLC that will work alongside Prosper Portland and the Portland Housing Bureau to co-create the inaugural Action Plans for the following Districts: 

The Committee’s purpose is to advise City staff, the Directors of Prosper Portland and the Portland Housing Bureau, the Portland City Council and the Prosper Portland Board of Commissioners on the implementation of the TIF District Plans by providing essential guidance, public recommendations, and oversight of the City’s development and implementation of the East Portland TIF District Action Plans.

The Action Plans will help determine near-term investment priorities based on funds available, eligible projects are outlined in the TIF District Plan, and the current needs of the community.

What We’re Looking For  

We want people from every part of Portland to share their voice on this committee, especially people who have not been involved before. If you want to serve your community and help local government, make informed choices, then we want to see your application.

We’re seeking individuals who reflect the diverse experiences and voices of East Portland. Ideal candidates will have one or more of the following attributes.

  • Committee members must live, work, worship, volunteer, have children enrolled in school, or have been displaced from within the boundary of the TIF district for which they are applying.  
  • Bring lived or professional experience in housing-related fields, including:
  • Housing development or preservation
  • Acquisition and rehabilitation of existing housing
  • Property management or real estate development
  • Housing stabilization, health and housing, or access to capital and financing
  • Renters, homeowners, and homebuying programs
  • Have experience in community or economic development, such as:
  • Working with nonprofit, for-profit, or public sector organizations
  • Workforce development or environmental sustainability initiatives
  • Own or represent a business or business association located within the district
  • Experience in community organizing, advocacy, education, or public engagement
  • Are committed to centering the voices and needs of those most vulnerable to displacement—now and in future generations
  • Can commit to two (2) year terms on the CLC

The Committee

The Committees will consist of thirteen (13) members. Committees will meet at least once a month during the development and creation of the first 5-Year Action Plan. After the initial Action Plan is adopted by City Council, the Committees will plan to meet at least once every 3 months on a regular date established by the Committee and the City. Additional meetings may also be scheduled as determined by the Committee Co-Chairs and the City. The timeframe for Committee membership is two (2) years, with the option to reapply for reappointment after that time. We are looking to fill the three Community Leadership Committee with people that have a connection to the district and represent a broad range of knowledge or experience related to work that will be done in these TIF districts.
