Another 89 units of Permanent Supportive Housing (PSH) are open in Downtown! The Julia West House, developed by Community Development Partners (CDP), is a 12-story mass timber tower, targeting seniors exiting homelessness. Supportive services are provided by Northwest Pilot Project and the Native American Rehabilitation Association of the Northwest (NARA Northwest).
In addition to the low-carbon mass timber construction, PHB awarded Portland Clean Energy Community Benefits Fund (PCEF) dollars to install electric heat pumps and above-code insulation. Amenities include a rooftop terrace, a laundry lounge, and two community rooms. Groceries, services, and frequent transit are located nearby. The building was designed by Holst Architecture and Walsh Construction Co. served as General Contractor.
PHB funding has now supported the opening of 888 affordable homes in Portland in 2025, with another 87 expected to open in the coming weeks. Thank you to the voters of Portland and all of our partners for supporting affordable housing!
