The Portland Housing Bureau (PHB) released Interim & Draft Permanent Administrative Rules for the Homebuyer Opportunity Limited Tax Exemption (HOLTE) program to implement new code changes adopted recently by City Council on August 28, 2024 through Ordinance 191871, which amended Portland City Code Chapter 3.102 regarding the body with authority to approve applications for the exemption to align with amendments made to Oregon Revised Statute 307.651-687. These rules went into effect on an interim basis on August 28, 2024 and are open for public testimony. The public is invited to provide comments on the draft permanent rules prior to their permanent adoption.

Submitting Testimony

Testimony on the draft permanent rules may be submitted via email, letter, or at the hybrid public hearing (details below). Please send in your written testimony by Wednesday, October 30, 2024.
