Portland, OR, Sept. 18, 2024 – The Portland Housing Bureau (PHB) is thrilled to announce the hiring of two new executive team members: Angel Landrón Gonzalez as Deputy Director, and Josh Roper as Policy & Planning Manager. They will join Bureau Director Helmi A. Hisserich, who came on board earlier this year, and Equity & Business Operations Manager Leslie Goodlow, who has been with the bureau for twelve years.

"After a thorough, rigorous search to complete PHB's executive team, I couldn't be more pleased that Angel Landrón Gonzalez and Josh Roper have accepted our offers," says Director Hisserich. "Both were our top candidates for their respective positions throughout the hiring process, and will bring expertise, dedication, and meaningful lived experience to their work helping to lead the bureau."

Both hiring processes were very competitive, with 38 applicants for the Deputy Director position and 33 for the Policy & Planning Manager position. Landrón Gonzalez and Roper will begin in their new positions in the coming weeks.

Angel Landrón Gonzalez, MBA has served as the Portland Housing Bureau's Finance & Accounting Manager since 2022, leading a team of eight professionals, managing a budget exceeding $300 million, and overseeing payroll for 87 employees. Angel began his career in the private sector, but soon felt called to serve the common good. His first public sector role was with the Puerto Rico Teachers' Retirement System. He moved to the Pacific Northwest in 2017, joining the Multnomah County Health Department as Budget & Finance Manager. Angel helped the department navigate both a substantial budget decrease, and a massive influx of funding during the COVID-19 pandemic. At PHB, Angel is known among his team members and colleagues for his optimism, rigor, and encouraging leadership style. He holds an MBA from Walden University and a BS in accounting from the University of Puerto Rico.

Josh Roper, JD, MPP will be relocating to Portland from Philadelphia, where he has worked for the City government for over ten years. Since 2021, Josh has served as the Policy Director for Health & Human Services in the Managing Director's Office, an executive role supporting Philadelphia's health and human services agencies, and has developed and advanced a cross-agency policy agenda focused on economic mobility; health and healthcare; housing; and safety and trauma prevention. Prior to his current role, he served as COVID-19 Policy Director, Senior Policy Advisor, and Public Policy Attorney for the Philadelphia Department of Public Health. He began his legal career at Covington & Burling LLP in Washington, DC. Josh holds a JD from Harvard Law School, an MPP from the Princeton School of Public and International Affairs, and a BA from Yale University.
