Notice of Interim and Draft Permanent Rules for Homebuyer Opportunity Limited Tax Exemption Program

The Portland Housing Bureau (PHB) released Interim Administrative Rules for the Homebuyer Opportunity Limited Tax Exemption (HOLTE) program to implement new code changes adopted recently by City Council. These Interim Administrative Rules went into effect on July 25, 2023. PHB has also published draft permanent administrative rules for the HOLTE Program. The public is invited to provide comments on the draft permanent rules prior to their adoption.

Submitting Testimony

Testimony on the draft permanent rules may be submitted via email, letter, or at the hybrid public hearing (details below). Please send in your written testimony by Tuesday, November 28, 2023.
