The Portland Housing Bureau (PHB) is releasing Interim Administrative Rules for the Homebuyer Opportunity Limited Tax Exemption (HOLTE) program to implement new code changes adopted recently by City Council. These Interim Administrative Rules are effective July 13, 2022. PHB has also published draft permanent administrative rules for the HOLTE Program. The public is invited to provide comments on the draft permanent rules prior to their adoption.
