The Portland Housing Bureau has adopted Interim Administrative Rules for a new program, Design Review Procedure Certification for Affordable Housing Developments (Certification Program), to implement a portion of the new code changes associated with the Design Overlay Zone Amendments (DOZA) project adopted recently by City Council. These Interim Administrative Rules are effective August 1, 2021. PHB has also published draft permanent administrative rules for the Certification Program. The public is invited to provide comments on the draft permanent rules prior to their adoption.
Testimony on the draft rules may be submitted via email, letter, or at the feedback session (details below). Please send in your written testimony by September 9, 2021.
