Interim and Draft Permanent Rules for Deeper Housing Affordability Program

The Portland Housing Bureau (PHB) has adopted Interim Administrative Rules for the Deeper Housing Affordability (DHA) Program, effective August 1, 2021. 

PHB has also published draft Permanent Administrative Rules for the DHA Program. The interim and draft permanent rules reflect changes needed to implement the affordable housing bonuses associated with the recently adopted Residential Infill Project. The public is invited to provide testimony on the draft permanent rules.

Submitting Testimony

Testimony on the draft permanent rules may be submitted via email, letter, or at the virtual public hearing (details below). Please send in your written testimony by September 7, 2021.

About the previous DHA comment period

On June 4, 2021, PHB invited the public to provide feedback on possible changes to the Deeper Housing Affordability Program.

Thank you to everyone who provided comments on the proposed DHA Interim Rules through written feedback or during the public hearing held on June 28, 2021.

At the same time the Housing Bureau invited the public to provide feedback on the possible changes to the Deeper Housing Affordability Program, the bureau also announced that another opportunity for further engagement would occur after August 1, 2021.
