The Portland Housing Bureau (“PHB”) is releasing a draft of the Permanent Administrative Rules for the Inclusionary Housing (“IH”) Program. PHB previously published interim changes to these rules October 28, 2020, which went into effect immediately. Before making these rules permanent, the public is invited to testify on the proposed draft. The draft rules available for review reflect the changes made with the publishing of the interim rules primarily providing clarification on the Onsite Consolidation option, as well as additional proposed changes to the Reconfiguration and Reasonable Equivalency requirements, at the request of City Council.

Submitting Testimony
Testimony on the proposed changes may be submitted via email, fax, letter, or at the public hearing. Written comments or testimony must be received by 5:00 pm on February 25, 2021 and must include a first and last name to be considered.
