Affordable housing providers are facing enormous increases in operating expenses that have grown faster than projected, while rental income has lagged. The Portland Housing Bureau (PHB), the Mayor and City Council recognize the urgent need for supporting the industry and on April 15, 2026 City Council passed ordinance 192165 which adopted the 2025-2026 Technical Adjustment Ordinance and other budget related changes, in which they allocated $8.8 million in RSO funding to affordable, non-market housing portfolio stabilization.
PHB plans to offer the $8.8 million in RSO funding with ~$1.82 million in CDBG through the Fall 2026 Portfolio Stabilization Request for Proposals (RFP). Through this solicitation, PHB will help address urgent threats to the operational stability of properties in PHB's portfolio, prioritizing investments for properties that have demonstrated financial distress and strategies where the owner has taken reasonable steps to address the challenges, but existing resources and feasible stabilization strategies remain insufficient to restore financial stability.
Applications are limited to projects within PHB's regulated affordable, directly PHB-funded multifamily portfolio, through three pathways for Portfolio Stabilization:
- Mortgage and Rent Buy-Downs
- Unit Turnovers Improvements
- Safety and Security upgrades
