*All proposals must be received by the date and time proposals are due to be considered. PHB reserves the right to change any dates to serve the goals of the RFQ.

All applicants must submit a full response to the RFQ and meet the minimum criteria set forth herein to be considered for evaluation. All required forms must be fully completed, and application requirements met at the time of submission. Upon review, PHB, at its sole discretion, may notify an applicant that additional information or clarification is necessary. Applicants that do not adhere to these requirements risk disqualification from consideration under this RFQ.

Mandatory Pre-Submission Developer Information Session

Overview
The Portland Housing Bureau ("PHB") is pleased to release this Request for Qualifications and Development Concepts ("RFQ") for new affordable housing at two PHB owned sites: Mt. Tabor Annex ("Mt. Tabor Site") and NE 102nd and E Burnside ("Burnside Site"). The RFQ will identify qualified teams and development concepts for a regulated affordable rental or homeownership project at the Mt. Tabor Site and an affordable rental project at the Burnside Site. Selected teams will receive predevelopment funding and be eligible for new construction funding consisting of Metro Bond or Gateway Tax Increment Financing ("TIF") resources. Projects identified through the RFQ will help exceed the City of Portland's goals for the Metro Housing Bond and respond to community needs and priorities for the Gateway and the Mt. Tabor neighborhoods. No funding will be available through this RFQ for any other development sites controlled by sponsors.
