Background
The Portland Consortium, comprising the City of Gresham, the City of Portland, and Multnomah County, is initiating the five-year Consolidated Plan process for fiscal years 2026-2030.The process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the federal Department of Housing and Urban Development (HUD)'s formula block grant programs, Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME, Emergency Solutions Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) to address prioritized community needs.
The Department of Housing and Urban Development (HUD) sets income limits that determine eligibility for assisted housing programs. HUD develops income limits based on Median Family Income estimates and Fair Market Rent area definitions for each metropolitan area, parts of some metropolitan areas, and each non-metropolitan county. Portland-specific income and rent limits applicable to area affordable housing programs are based on HUD calculations for the Portland-Vancouver-Hillsboro, OR-WA MSA. Purpose of the hearing
PHB is holding this hearing to hear from area residents on existing and anticipated housing and community development needs that will shape the Consolidated Plan. In this hearing, we will provide background information on the Consolidated Plan process and also share updated income limits that determine eligibility and rent levels for various HUD programs to initiate the needs assessment discussion.
