Purpose of the hearing on the Substantial Amendment
The Portland Consortium includes the City of Gresham, the City of Portland, and Multnomah County. An approved five-year Consolidated Plan and annual Action Plans are requirements to receive federal entitlement funding from HUD for the four affordable housing and community development programs: CDBG, HOME, HOPWA, and ESG. In Fall 2021, HUD approved the Consortium’s five-year Consolidated Plan (FY 2021-25), and four one-year Action Plans have been approved in the subsequent years. Any changes to funding levels, purpose, scope, location, eligibility, or type of beneficiaries of an activity trigger the requirement for amending the Consolidated Plan and/or Action Plan. Portland intends to apply to HUD’s Section 108 Loan Guarantee Program. This application triggers a substantial amendment to the approved Action Plan from FY 2024-25.
The City of Portland (City), by and through the Portland Housing Bureau, is submitting this Section 108 loan application for $35 million to assist with affordable housing development and preservation activities in Portland, Oregon. The Section 108 funds will be used to create an Affordable Housing Loan Fund targeted to projects that create or preserve housing affordable to low- and moderate-income households. Loans will be available citywide, however, projects may leverage local tax increment financing (TIF) district resources.

Public Comment Period, April 28 - May 27, 2025
The substantial amendment to the Action Plan will be available on our website for public review and comments starting Monday, April 28, 2025. Public comments will be taken over a 30-day comment period ending on Tuesday, May 27, 2025. Physical copies will be made available upon request.
