Overview

The Portland Housing Bureau (PHB) seeks proposals through this RFP from owners of regulated affordable multifamily rental properties with 20 or more units that were constructed prior to 2010. Awards may be used to increase energy efficiency, add renewable energy improvements, and complete rehabilitation work including health, fire, and life safety repairs and improvements that modernize the building, increase livability for residents, and extend the useful life of the housing asset. Proposals are limited to projects in PHB’s or Oregon Housing and Community Services’ (OHCS) existing portfolio.

Funding for projects identified through this RFP is anticipated to include up to $6.7 million in federal Community Development Block Grant (CDBG) funds, up to $4.5 million in federal HOME Investment Partnership Program (HOME) funds, and up to $12 million from the Portland Clean Energy Community Benefits Fund (PCEF). A portion of the funding is prioritized for projects seeking Low Income Housing Tax Credits (LIHTC) as part of a recapitalization and preservation strategy.

This RFP is not intended for owners seeking funds only, or mostly, for ongoing maintenance and repair costs. Except for proposals that include LIHTC, funds are not available for significant seismic retrofitting since the cost of seismic work exceeds available resources.
