City of Portland Hearing on Substantial Amendments to Action Plans

Purpose of the hearing on the Substantial Amendment

The Portland Consortium includes the City of Gresham, the City of Portland, and Multnomah County. An approved five-year Consolidated Plan and annual Action Plans are requirements to receive federal entitlement funding from HUD for the four affordable housing and community development programs: CDBG, HOME, HOPWA, and ESG. In Fall 2021, HUD approved the Consortium’s five-year Consolidated Plan (FY 2021-25) and four one-year Action Plans have been approved in the subsequent years. Any changes to funding levels, purpose, scope, location, eligibility, or type of beneficiaries of an activity trigger the requirement for amending the Consolidated Plan and/or Action Plan.

The City of Portland is making allocation changes to accumulated CDBG funds from past years based on current community housing needs and project readiness of Portland Housing Bureau’s affordable housing projects in the pipeline. Additionally, the City also received a one-time transfer of CDBG funds from the closeout of a loan program. The funding changes meet the criteria for substantial amendments to the adopted Action Plans from fiscal years: FY 2021-22, FY 2022-23, and FY 2024-25.

This notice is to announce a hybrid community hearing for the substantial amendments to Portland’s Action Plans from various years to share the changes to funding levels and project allocations and to invite public comments.

The hearing will be held online and in person at Portland Housing Bureau (PHB) located at 1900 SW 4th Avenue, Suite 7007, Portland, OR 97201. Public Comment Period, January 13 - February 11

The substantial amendments to various Action Plans will be available on our website for public review and comments starting Monday, January 13, 2025. Public comments will be taken over a 30-day comment period ending on Tuesday, February 11, 2025. Physical copies will be made available upon request.
