Comment on the Substantial Amendments to Action Plans

The public is invited to provide public comment on the substantial amendments to Portland’s Action Plans from various years.

Changes to funding levels, purpose, scope, location, eligibility, or type of beneficiaries of an activity trigger the requirement for amending the Consolidated Plan and/or Action Plan.

The City of Portland is making allocation changes to accumulated CDBG funds from past years based on current community housing needs and project readiness of Portland Housing Bureau’s affordable housing projects in the pipeline. Additionally, the City also received a one-time transfer of CDBG funds from the closeout of a loan program. The funding changes meet the criteria for substantial amendments to the adopted Action Plans from fiscal years: FY 2021-22, FY 2022-23, and FY 2024-25.
