Purpose of the hearing

The annual Action Plan details the levels of funding available for the programs for the upcoming fiscal year with project-specific allocations and goals. Additionally, participating jurisdictions are required each year to evaluate and report on their performance for the previous year.

This hearing has a two-fold purpose:

  1. To conduct a hearing for Consolidated Annual Performance & Evaluation (CAPER) 2023 and,
  2. To seek public input on the affordable housing and economic development needs of the jurisdiction for the upcoming Action plan for the FY 2025-26.

The hearing will be held at Portland Housing Bureau (PHB) located at 1900 SW 4th Avenue, Suite 7007, Portland, OR 97201. While registering, indicate whether you will attend in person or will join us via Zoom. Please contact us at 503-823-2375 for additional information about attending in person.

CAPER Public Comment Period, October 16-30

The City of Portland’s CAPER for the 2023 program year on federally funded housing, economic, and public services activities will be available on our website Consolidated Plan/Action Plan Portland Consortium for public review and comments starting on Wednesday, October 16, 2024.

Public comments will be taken over a 15-day comment period ending on Wednesday, October 30, 2024. Physical copies will be made available upon request.

At the virtual hearing listed above, the City of Portland will accept public testimony on the performance of programs for low and moderate-income housing, programs serving the homeless and low to low-moderate-income people, and programs serving people with special needs.
