The HOME-ARP Plan was submitted and approved by HUD in June 2022. The funding is a one-time special allocation for the HOME Program as part of the American Rescue Plan Act of 2021.
The purpose of the fund is to serve households who are at the greatest risk of housing instability, including individuals and families experiencing homelessness and/or who are at imminent risk of becoming homeless.
While the Plan was approved by HUD, a decision to reallocate the funds toward the development of affordable rental housing requires this substantial amendment to the HOME-ARP.
