Emmons Place will create 144 new units of affordable housing in a high opportunity area greatly impacted by gentrification and represents a rare new construction opportunity in inner Northwest Portland’s Historic Alphabet District. The project serves priority populations identified under the Portland Housing Bond, including seniors, veterans, Communities of Color, and individuals with disabilities, while providing deeply needed services and 48 units of Permanent Supportive Housing (PSH) for people impacted by homelessness. Community spaces include a community room, bike storage, community courtyard, resident services office, and lounge. All residents are served by Northwest Housing Alternative’s onsite resident services coordinator, with additional services provided to seniors and PSH tenants by Northwest Pilot Project. Emmons Place was completed in two phases: the South Building containing 47 PSH units opened February 2023, and the North Building containing the remaining 97 affordable homes opened in December 2023.
