Related Northwest and Centro Cultural partnered to develop 159 units of affordable housing in Portland’s Central Eastside serving families and seniors exiting homelessness.
October 2025

Related Northwest and Centro Cultural partnered to develop 159 units of new construction affordable housing located in the Buckman neighborhood of Portland’s Central Eastside.  Targeting seniors, multigenerational households, and households who are otherwise disproportionately impacted by homelessness, this project offers a mix of unit types, including studio, one-, two- and three-bedroom apartments. Fifty-three units serve households earning 30% AMI or below, including 25 integrated permanent supportive housing units, and 42 family-sized units.

The project used Portland Clean Energy Community Benefits Fund (PCEF) dollars to install a solar array and plant larger trees that will mature more quickly, contributing to existing tree canopy. Amenities at Alder 9 include a senior wellness center, arts center, fitness/movement room, outdoor courtyard, community garden and rooftop terrace. Centro Cultural also operates an Employment and Economic Mobility Hub on the ground floor that will provide culturally and linguistically relevant services. Impact NW provides wraparound supportive services for the PSH units, and EngAGE Norhtwest offers senior services and arts programming. The site is well supported by grocery stores, pharmacies, health clinics, parks and several recreational amenities including the Eastbank Esplanade, Buckman Field Park and two community gardens. Alder 9 is also within 0.1 miles of three bus stops and the B Loop Streetcar.
