Consolidated Plan FY 2021-2025

The Portland Consortium consisting of the City of Gresham, City of Portland and Multnomah County is required, every five years, to produce a plan called the Consolidated Plan. The Plan also includes the fiscal year 2021-22 Annual Action Plans for members of the Consortium. The Action Plan provides details on how the recipients of the federal funds intend to allocate the funding that is received annually.

The Con Plan also serves as the federal application for four federal programs run by the Dept. of Housing and Urban Development (HUD): CDBG, HOME, ESG and HOPWA. The current plan covering FY 2021-25 provides an assessment of community needs, a market analysis and based on that includes draft program goals, priorities and strategies to address the community needs.

A public hearing was held on May 25, 2021.

The hearing covered highlights of the Plan and community members were invited to provide comments through spoken testimony, written comments, or online through a survey or comment cards. All comments were reviewed and considered for the final version.

Action Plan

This plan is the City of Portland’s annual Action Plan for the fiscal year 2023-24. It is the third annual plan tied to the aforementioned Consolidated Plan and details how the jurisdiction will use formula funds from HUD to meet the jurisdiction's affordable housing and community development needs. The plan details the levels of funding available for the fiscal year in reference, the list of projects with funding allocations, and the Consolidated Plan Goals that these projects will further. The proposed projects are based on community needs assessment, public comments, and consultation with area service providers.

Substantial Amendment to the 2021 Action Plan

A public hearing on the HOME-ARP Substantial Amendment was held on February 28, 2023. More details

The special HOME-ARP allocation in April 2021 triggers the need for a substantial amendment to the adopted Action Plan. The purpose of this allocation is to serve households who are at greatest risk of housing instability, including individuals and families experiencing homelessness and/or who are at imminent risk of becoming homeless. Meeting this requirement, this Portland Consortium HOME-ARP Allocation Plan is the substantial amendment to the adopted Action Plan FY 2021-22.

Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER reports on expenditures, accomplishments, and progress made on the strategies and goals outlined in the Consolidated Plan and the projects and activities detailed in the Action Plan. The CAPER outlines progress in achieving the affordable housing, ending homelessness, and community development goals using the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs.
