The easiest way to report most problems is to call 311. Call takers can take most reports, provide information, or connect you to resources.
What You Can Report (and How To Do It)
Report a Public Safety Problem
- Burglary, theft, vandalism, or crimes with no active threat or crisis. Make a police report online or call non-emergency at 503-823-3333
- Drug activity. Report a Drug Complaint & Concern
- Dogs. Loose and dangerous dogs or animals. Call Multnomah County Animal Control at 503-248-3790.

Get Help For Someone
- Someone in active crisis (yelling, crying, agitated) or at risk for injury or death. Call 911. Ask for Portland Street Response.
- Someone who is homeless or unsheltered. Request Assistance from a City Street Outreach Worker.
- Someone with mental or behavioral problems. Call 503-988-4888 for Multnomah County Behavioral Health Services.

- Problems on Private Property such as construction work without permits, unsafe homes, unpermitted businesses or rentals, or disabled vehicles on private property.
