The Problem Solver Network is how PEMO brings community voices and City partners together to fix problems in public spaces quickly and transparently. Every two weeks, each district holds a short virtual meeting where neighbors, small businesses, nonprofits, and community groups can share concerns and see real follow‑through.

Across 14 areas, these 30‑minute meetings focus on listening and coordinating on clear next steps. City staff provide updates and coordinate across bureaus so issues don't get stuck or passed around.

"Those city representatives who attended were great listeners. I witnessed repeatedly dedicated and professional city workers attempt to address on the spot, the problems they heard ... This partnership of citizen and city gave me hope that once again, Portland could work!"  - Laurelhurst Neighbor

Problem Solver conversations often lead directly to site walks, referrals, and targeted improvements. The result is faster, visible improvements that reflect lived experience and help Portlanders feel seen, supported, and safe in their neighborhood

"Of all of the agencies we've engaged with over the last several years, PEMO has been by far the most responsive ... we've seen some real traction in our efforts to revitalize our community which has so much untapped potential.
-- Hazelwood Neighbor

What to Expect in Problem Solver Meetings

Problem Solver meetings are designed to help us work together on real solutions for public‑space issues. By keeping the conversation solution‑focused, we can make faster progress and deliver improvements that reflect what people are experiencing on the ground. PEMO's role is to listen, coordinate the right partners, and help turn community input into clear actions we can follow through on.
