When to call 911, non-emergency or report online

PDX 311 

PDX 311 improves your access to local government by providing a single point of contact – in person, online or over the phone to find information, report issues, or request services. PDX 311 staff can be reached daily from 7:00 a.m. to 8:00 p.m., excluding federal holidays, by phone or email. More info here

  • In-person at the Portland Building’s Customer Service Desk at 1120 Southwest Fifth Avenue, Monday - Friday, 8 AM - 5 PM except holidays.

PDX Reporter

PDX Reporter is the official app for Portlanders to report livability concerns to the city. From sidewalk tripping hazards, abandoned cars, or clogged storm drains you can upload info to the app which will automatically send your report to the relevant city bureau.

Free Graffiti Removal Kit

The kit includes cleaning solvent, gloves, safety glasses, cleaning rag, small nylon scraper, small bucket, and a link to an instructional video. To request your kit, email graffiti@portlandoregon.gov

  • Request Assistance from a City Street Outreach Worker
  • Project Respond - Project Respond is a mobile crisis response team in Multnomah County, Oregon that provides mental health services for those in crisis. You can call the Multnomah County Crisis Line at (503) 988-4888 to request Project Respond
  • Multnomah County Crisis Hotline – 503-988 -4888
  • Portland Street Response – call 911 and ask for Portland Street Response. Hours of operation - 8 a.m. to 10 p.m. every day of the week.
