In 2012, the Department of Justice found the Portland Police Bureau engaged in a pattern and practice of using unconstitutional force against people in mental health crisis. That led to a Settlement Agreement under which PCCEP was created to ensure community voice is a part of lasting reforms in use of force, mental health response, and constitutional policing.
At our listening session, we’ll:
- Hear from community leaders involved in the origins of the DOJ Settlement
- Listen to community concerns, perspectives, and demands
- Center the conversation on constitutional policing, Fourth‑Amendment protections, and what justice and accountability look like in this moment.

Community Input
Community members may give input in two ways. Prior to the meeting, members may provide written public comment to PCCEP. Public comment related to the items under discussion at a specific meeting will be circulated to committee members if received by 8 AM, two days prior to the meeting, to allow committee members to read them in advance, and will also be part of the public record of the meeting.
Additionally, members may give public comment verbally during a meeting without needing to sign up. Opportunities for verbal public comment will occur whenever placed on the agenda towards the end of a meeting. To give verbal public comment, simply raise your hand using the Zoom function during the meeting when facilitators ask if there is any public comment.
