City and Department of Justice Announce Finalists for Independent Monitor Position
The City and the U.S. Department of Justice (“DOJ”) have selected three finalists for the position of Independent Monitor for the Settlement Agreement. After initial interviews conducted by the City and DOJ, and observed by representatives from the Albina Ministerial Alliance Coalition for Justice, the Police Reform, the Mental Health Alliance, the Portland Police Association, and the Portland Committee on Community Engaged Policing, the City and DOJ are moving these finalists forward in the selection process:
- Crime and Justice Institute, Katie Zafft
- DLG Consulting, Darryl Neier
- MPS and Associates, Mark P. Smith

Community Forum Event
As previously announced,these finalists will participate in a community forum on Tuesday, March 12, 2024, from 6:00 – 8:00 p.m. This forum will be hosted in a hybrid format to allow for both virtual and in-person participation at the Leah Hing room of the Portland Building. Each candidate will provide a 15-minute presentation of their team and their proposal, followed by a facilitated Q&A with the community.

- You can attend the community forum in-person at the Leah Hing room, the Portland Building, 1150 SW 5th Ave.
The City and DOJ also welcome public comment on the candidates through Sunday, March 24, 2024, by email to monitor.hire@portlandoregon.gov.
Following the community forum, the City and DOJ will conduct a final interview of each candidate, again with stakeholder representatives observing and offering comments. After March 24, 2024, the City and the DOJ will confer and jointly select a candidate for the Court to appoint as the Independent Monitor
