Portland Parks & Recreation (PP&R) believes recreation is for everyone. Project Connect offers different ways to bring the community and services together.

Project Connect is supported by the 2020 Parks Local Option Levy (Parks Levy) and helps PP&R fulfill the Parks Levy commitments to center equity in engagement and outreach and to improve access to parks and recreation activities, especially for Black people, Indigenous people, people of color, immigrants and refugees, people with disabilities, LGBTQ2SIA+ people, youth, older adults, and people earning low incomes.

PP&R provides different ways to bring the community and services together. 

Recreation Outreach Team

The Recreation Outreach team attends events hosted by community groups to provide education and information about PP&R services. Submit a request for the Recreation Outreach team to join your next event or to visit your organization.

Recreation Services Community Network

A network of organizations and leaders who receive information to share with their community. Interested? Sign up to join the Recreation Services Community Network.

Community Partnership Program 

Individuals, groups, clubs, and organizations may apply for service contract agreement partnerships and free or discounted space at community and arts centers. Space use and service contract partnerships are given to those who best demonstrate in their proposal how the project or program will empower underserved communities. More information is available on our Community Partnership Program page.

Partner Programming Collaborations

Activities, events, and classes are created and offered in collaboration with community organizations. Examples include programs such as Schools to Pools, arts programs held at partner locations, virtual Lifelong Recreation activities streamed in community rooms at low-income residences, and more. If you are interested in working together, send an email to ParksRecreation@PortlandOregon.gov.

Public Education

PP&R hosts information sessions at recreation centers to educate and inform community members and organizations about accessing PP&R services. Information session dates are added throughout the year.

Access Discount Program

City of Portland residents can connect to PP&R programs and register for the Access Discount to receive an ongoing discount of up to 90%. The discount is valid for 12 months from the date of enrollment and renewable. No proof of income is required. Visit our Access Discount page for more information.

You can use the Access Discount to reduce the price of the following:

  • Admission to recreation centers and pools
  • Classes, camps, swim lessons, and other registered activities
  • Preschool and after school programs
  • Personal training

ADA and Language Access Accommodation Options

PP&R believes that recreation is for everyone. ADA (Title II) accommodations and Language Access (Title VI) accommodations provide meaningful access to PP&R services and activities.

  • If you need assistance registering for a PP&R service or activity, request an ADA accommodation or call 3-1-1 (503-823-4000 outside Multnomah County or VOIP). Once the form is submitted, you will receive a response from a PP&R staff member within three days.
  • Translation services are available.  To request Language Access accommodation for the registration process, call 503-823-2525. 

ADA (Title II) accommodations to participate in registered activities are available through inclusion services after you have registered in an activity or class. Requests should be submitted at least 10 days before the start of the class.   • For swim lessons, contact the pool where the lesson takes place. Ask for the lead instructor or pool manager. 
  • For registered classes and programs, complete an inclusion request form or call 503-307-4131.
