Pier Pool is closed for the season and is scheduled to re-open in June 2026.

During drop-in swimming times, everyone must pay admission, even if they are not getting in the water. Pool capacities are limited. 

  • Non-swimmers and children under 48 inches tall must always have a caregiver aged 16 or older in the water within arm’s reach.
  • Children under 10 years old must always have a caregiver on-site.
  • Life jackets are available to use while swimming.

Pool Repair Project Updates 

July 16, 2025 

Pier Pool is now open! 

Repairs are complete, the pool is full, and swimmers were welcomed back on Monday, July 14, as planned. This marks the end of the major repair work. Closeout work will continue through August. Pier Pool will stay open for an extended summer season through September 5, along with Creston and Peninsula Pools. Thank you for your patience and support throughout this project. We'll see you at the pool. 

July 1, 2025

Repairs at Pier Pool are moving ahead, and the pool is still on track to open for most of the summer. Opening day is set for July 14!

The center expansion joint has been installed and is curing. This flexible joint lets the pool structure expand and contract with temperature changes. Crews also found an alternative product to fill and seal cracks so the project could stay on schedule. These areas have been treated and painted, and staff will continue to monitor them over time.

Because of the tight timeline, the full repainting of the pool will need to be scheduled for a later date.

Pier, Creston, and Peninsula Pools will stay open through September 5 to give swimmers more options into late summer.

June 4, 2025

Pier Pool is on track to open July 14, 2025.

Recent work included pouring new concrete and preparing expansion joints—flexible seams that allow the pool structure to expand and contract with temperature changes. Crews are now removing old material from these joints and preparing them for sealing.

The project team is working through some technical challenges related to materials, but construction is moving forward and remains focused on completing the project safely and efficiently. 

To support the community’s need for public pool access, Pier, Creston, and Peninsula Pools will extend the summer swim season through September 5.

The next update will be posted in two weeks.

May 27, 2025

The opening of Pier Pool is delayed. Construction is now expected to continue through early July, and the pool is scheduled to open July 14, 2025. While it will not open at the start of the swim season as originally planned, the pool will be available for most of the summer.

To support the community, Pier, Creston, and Peninsula Pools will stay open through September 5.

Crews have completed rebar and dowel work, and concrete is scheduled to be poured this week. The project team also confirmed that the joint running through the center of the pool is an expansion joint, not a crack. Only one product is suitable for sealing this type of joint, and it has a long lead time. This unexpected site condition is one of the reasons for the delay.

There are also challenges with sealing the pool’s perimeter joints. The team is actively working to resolve these issues and keep the project on schedule.

May 7, 2025

Work is continuing on the Pier Pool repair project. Crews have finished crack repair, backfilling, and installing new piping around the pool. Rebar and dowels are expected to arrive the week of May 12, to support the next phase of work.

The project team now believes that one area of the pool, originally thought to be a crack, is actually an expansion joint. The product needed to repair that joint has a long lead time, so the team is working to find a faster alternative.

The goal is still to open Pier Pool in time for the 2025 summer swim season, but a few weeks’ delay is still possible. Finishing on time will depend on everything going smoothly, including no delays in materials, no unexpected site conditions, and no major construction issues.

April 23, 2025

Construction has started at Pier Pool. The contractor arrived on site April 14, and crews are now digging and removing old plumbing as part of the repair work.

If construction stays on schedule, the pool could still open for the start of the 2025 summer swim season. However, depending on how work progresses, the opening may be delayed by a few weeks. To stay on track, the project needs to move forward without unexpected delays or issues.

April 8, 2025

The Pier Pool repair project has reached an important step forward. The City recently finalized a construction contract with Fulcrum Construction following the second round of bidding. With this step complete, construction is expected to begin this month. 

If everything goes as planned, the pool may still open for the start of the 2025 summer swim season. However, the schedule is extremely tight, and the opening could be delayed by a few weeks depending on construction progress and site conditions. 

The project team is also looking into whether there is enough time to paint the pool and nearby wall, but that work will depend on how the main repairs proceed. 

The building permit has been approved and sent to the contractor.  

Updates will continue every two weeks. 

March 21, 2025

The Pier Pool repair project is progressing, and PP&R is working to finalize a contractor. 

The project was first advertised for bid on January 22, 2025, with a four-week response period. Only one contractor submitted a bid but later withdrew after failing to meet the requirements. A second bid opportunity was issued with a shorter, two-week response window and updated requirements to attract more interest. Bids were due March 11, and contracting is currently underway. 

To keep the project moving forward, PP&R has committed additional funding to cover higher-than-expected construction costs. A qualified contractor has been identified, and construction is expected to begin in mid-April. 

If all goes smoothly, the pool could still open on time for the summer 2025 swim season. However, depending on construction progress, the opening could be delayed by a few weeks.

March 13, 2025

The Pier Pool repair project is moving forward, with early work underway to keep the project on track. The new pool boiler has been installed, and construction will begin once a contractor is selected. 

The latest bidding process resulted in higher-than-expected costs. Two bids were received, but one did not meet requirements and the other was significantly over budget. PP&R is working with City Procurement to find a path forward. 

Construction needs to begin by mid-April to stay as close as possible to the planned summer 2025 opening. Once repairs are finished, the pool will need to be filled, heated, and balanced before it can safely open. If there are no unexpected delays, we may still be able to open on time, but the project could be delayed by a few weeks.

February 26, 2025

The Pier Pool repair project is on schedule for completion before the 2025 summer swim season, but every step moving forward must go smoothly to stay on track. That means receiving a responsive bid within budget, avoiding contract and material delays, and ensuring construction moves forward without major issues.

To keep the process moving, PP&R has reissued the bid after the previous contractor was determined to be non-responsive. The updated bid opportunity removes the Special Prequalification requirement to allow more contractors to participate. Bids are due March 11, and if a contractor is selected without delay, construction will begin in April and continue through mid-June.

In the meantime, the new pool boiler has been delivered and is being installed this week, with electrical connections and shutoffs happening next.

Once construction is complete, the pool will still need to be filled, heated, and balanced before opening to the public. Our goal remains to have Pier Pool ready for the June 20 start of the summer swim season, and we will continue providing updates every two weeks. 

February 12, 2025

The project remains on track for completion before the summer 2025 swim season. The new pool boiler has arrived, and crews are preparing the space for installation.

The project remains on track for completion before the summer 2025 swim season. The new pool boiler will arrive January 31, and work has already begun to prepare the boiler room for installation. Project bids will open February 18.

January 14, 2025

The Pier Pool repair project remains on track for completion before the 2025 summer swim season. The building permit is nearing final approval, and procurement processes are underway to solicit construction bids. The new boiler is scheduled for delivery in the first week of February, and coordination with the vendor is ongoing to remove the existing boiler and prepare the space for installation.

December 30, 2024

Construction bidding is expected to begin in January. The contract to replace the pool’s aging boiler has been finalized, and work is set to begin in the coming months. 

December 17, 2024

The Pier Pool repair project is on track for completion before the 2025 summer swim season. The design phase is finished, and the building permit application has been submitted to Portland Permitting & Development. 

December 3, 2024

  • The project is currently in 95% Design Review stage, with permit application submittal planned for mid-December, and construction bidding in January.
  • The contract for replacing the aging boiler is being finalized, with work beginning in the next few months.

November 19, 2024

  • PP&R leadership and project staff met with Friends of Pier Park on November 18 to share updates and address questions.
  • The project is currently in the design stage, with permit application submittal planned for mid-December, and construction bidding in January.

November 5, 2024  

  • Funds have been allocated to replace the 1940s-era boiler. This work will be completed before summer 2025, reducing the risk of pool closure due to boiler failure.
  • A project kickoff meeting with the consultant team was held on October 24. The team is now preparing a recommendations memo.
  • The project is moving into the design phase. 

October 22, 2024  

  • Local St. Johns firm Convergence Architecture is leading the design team, with support from Water Technology, Inc., aquatic design specialists.
  • In addition to the leak repair work, we are exploring funding options to replace the pool’s aging boiler. The current boiler, from the 1940s, could fail and impact swim programming.
  • A site visit with the design team, along with PP&R project management and maintenance staff, was held on October 21, 2024.
  • We continue to investigate and assess permitting requirements.

October 8, 2024  

We continue to gather information from aquatic design experts, assess the scope of work, and review available funding. A consultant design team has been selected and we are in negotiations for final scope of work and fee. 

Mechanical concerns

The boiler and related equipment are outdated and unreliable, posing a risk even after the pool shell and piping system leaks are fixed. We are determining how much additional funding will be needed for mechanical repairs and how including them in the project scope would impact the project schedule. 

Permits

  • A building permit from Portland Permitting & Development is required
  • An Urban Forestry permit is also required.  
  • A permit from the Oregon Health Authority may be necessary but depends on the final scope of repairs. 

Fencing 

The pool leak repair project is being coordinated with the pool fencing project. 

September 24, 2024 

Portland Parks & Recreation is committed to repairing Pier Pool and keeping the community informed. The pool was closed for most of the 2024 summer season due to major water loss. Following inspections, we’ve identified repairs needed to restore the pool. 

The objective of this repair project is to fix the pool prior to June 2025 so it is available for the full 2025 summer swim season.  

Repairs could potentially extend the pool’s service life by five to 10 years, but due to the age and condition of the structure, an extension in service life cannot be guaranteed.   

Completed Work 

Staff are currently working on identifying the full scope of the necessary repairs, mechanisms for procuring pool repair services, permitting requirements, and projected project costs. We have already identified and completed the following: 

  • Initial valve check: We identified and fixed a problem with a valve in the pool’s mechanical system.
  • Broken inlet pipe repair: A plumbing contractor replaced a broken inlet pipe located in the deep end of the pool. 

After further inspection, Pier Pool continues to lose water from multiple areas, including: 

  1. Broken inlet piping in the shallow end
  2. Expansion joint (where the pool wall meets the pool floor)
  3. Numerous cracks in the pool shell

Necessary Work That Has Been Identified 

  • Excavation: Sections of the pool deck will be dug up to access and assess the plumbing.
  • Plumbing replacement: The 1940s-era pipes will be replaced.
  • Crack and joint repairs: Large cracks and expansion joints will be repaired and resealed to prevent water loss.
  • Concrete repairs: Once plumbing is fixed, the pool deck will be patched for safety.
  • Drainage improvement: Temporary fixes will be made to reduce water loss.
  • Plumbing tests: New pipes will undergo pressure testing to ensure everything works properly. 

Future Potential Repairs as Funding Allows  

  • Mechanical and electrical systems: Some equipment and wiring may need upgrades. 
  • Additional concrete and structure work: Further repairs may be needed but aren’t part of the immediate plan. 
  • Cosmetic improvements: Landscaping, fencing, and other amenities are not included in this repair phase. 

Looking Ahead 

These repairs will be extensive and require significant resources. We’re currently gathering information from aquatic design experts and reviewing available funding. If additional funding is necessary, we will work with City leadership to explore all options. We understand how important Pier Pool is to the community, and we appreciate your continued patience as we work through this process.

Portland Parks & Recreation’s Aquatics program has a contractor assessing the pool and the bureau expects to have an estimated cost to repair Pier Pool in mid-October. Once that information is confirmed, the bureau will update the community. The repairs are expected to include

  • Replacing the valve in the pool's mechanical room
  • Digging up 20 feet of pool deck not yet excavated to inspect plumbing lines
  • Replacing all 1940's-era cast iron pool plumbing under pool deck
  • Removing pool paint and caulk, recaulking it, and sealing large cracks identified by inspections
  • Assessing and resolving any further issues not yet evident; including potential leaks within the pool shell

August 14, 2024

Portland Parks & Recreation (PP&R) is committed to keeping the community informed about efforts to address issues at Pier Pool. On June 27, PP&R staff noticed the pool was losing water rapidly, which led to its closure shortly after the start of the summer outdoor pool swim season. 

PP&R's initial response involved a series of actions to diagnose the problem. PP&R staff identified and promptly addressed an issue with a valve; however, the water loss continued, suggesting a more complex issue. PP&R then directed bureau maintenance staff and partnered with independent contractors to conduct more thorough inspections, including scoping the water lines, and isolating different sections of the plumbing for closer examination. During further exploration, including pressure and dye tests, multiple leaks were detected within the pool's structure, particularly in the joint areas and a specific patched section. Unfortunately, these discoveries mean that Pier Pool cannot reopen for the remainder of this summer outdoor pool swim season. 

Moving forward, PP&R is actively seeking bids for repairs, which will include valve replacements, extensive plumbing work beneath the pool deck, and necessary structural repairs to the pool shell. PP&R is committed to a transparent process and will keep the public updated as we gain a clearer understanding of the scope of work and the resources required to reopen the pool. Your understanding and patience during this process are appreciated, and the bureau will continue to provide regular updates. 

PP&R recognizes this closure's significant impact on our community, particularly during the summer months, and understands the disappointment and inconvenience this has caused. July 17, 2024

A contractor excavated part of the pool deck and discovered one broken pipe in the 1940's plumbing at Pier Pool, but it is not believed to be the primary problem as the water level still fell significantly when the pool was again refilled. This contractor recommended a specialty company, which is scheduled to come out on July 23 to assess the issues at the 84-year-old facility, and how to remedy them.

A reopening date is yet to be determined pending this further assessment of the needed repairs.
