Portland Parks & Recreation (PP&R) is seeking public comment on an application for EPA Brownfield Cleanup Grant funds to perform DEQ required remediation work on a property located at the northwest corner of NW Pettygrove Street and NW 20th Avenue, Portland, OR 97209.

About the property

The subject property was formerly occupied by a truck maintenance facility for the Consolidated Freightways Trucking company, previously known as Con-way Freight. In addition to the subject property, the company also occupied the adjacent parcel to the west. The truck maintenance facility was demolished in 2020. Since then, the site has largely remained vacant. The property was acquired by PP&R in August 2025. The bureau is now seeking EPA grant funds for remediation on the site to address environmental contamination resulting from historic uses as well as to address elevated concentrations of naturally occurring arsenic in the soil.


Submit a public comment

The public can submit comments on the draft application and Analysis of Brownfield Cleanup Alternatives (ABCA) report. Please note these are working drafts of the grant application and ABCA, and updates will be posted when available. 

The public comment period has been extended to 5pm on January 27, 2026

*Note that comments received after the original comment period deadline (5pm January 21, 2026) may not be able to inform the grant application, but they will be retained for the record and to inform future work at the site. Comments on the draft grant application and draft ABCA may be submitted to Alex.Shook@PortlandOregon.gov.
