Portland Parks & Recreation's Inclusion Services program establishes individual support plans for people with disabilities participating in registered recreation activities.
Participation Support
Requests should be submitted at least 10 days before the start of the class.

- Request inclusion or American Sign Language (ASL) services:
- for (non-swimming) activities, complete the PP&R - Inclusion Request Form. Once the form has been received, you will be contacted within two business days.
- for swimming, contact the swimming pool where the lesson is scheduled. Ask for the lead instructor or pool manager.
Portland Parks & Recreation Personal Care Policy: Portland Parks & Recreation (PP&R) staff may provide personal care assistance for registered participants ages five and under, only if the participant has a disability and requires assistance with personal care. Participants ages six and over are encouraged to bring their own personal assistant to the activity (must be 18 and older) at no charge to provide any necessary and unavoidable personal care.
Personal Aides
Personal aides are welcome to support participants in registered activities, after completing a volunteer form and a successful background check. Requests to include personal aides must be submitted at least two business days before the start of the activity. If you would like to have the support of a personal aide, include this information in your PP&R - Inclusion Request Form.
Personal aides are welcome to support participants in drop-in activities and should check in at the front desk with the participant at the time of the activity.
Registration Support
If you need assistance registering for a PP&R service or activity, request an ADA Accommodation or call 3-1-1 (503-823-4000 outside Multnomah County or VOIP). Once the form is submitted, you will receive a response from a PP&R staff member within three days. Translation services are available.
To request language access services, call 3-1-1 or ask at the front desk when you visit a PP&R location. Call 503-823-4000 outside of Multnomah County or if using VOIP. Interpretation services are available when you call, and appointments can be requested.
We recommend requesting an appointment to register for activities. During that appointment, staff will call you with an interpreter already on the phone and help you through the registration process. You will receive a response to your request within three days.
