Portland Parks & Recreation (PP&R) believes recreation is for everyone. We know that the price of programs and activities prevents some community members from being able to participate.

Thanks to the Parks Local Option Levy (Parks Levy) we can offer new payment options for people who live within the City of Portland.

Access Pass

City of Portland residents can register for a free Access Pass to receive an ongoing discount of up to 90%. The pass is valid for 12 months from the date of enrollment. No proof of income is required.

An Access Pass may be applied to:

  • Admission to recreation centers and pools
  • Preschool and after school programs
  • Personal training
  • Classes, camps, swim lessons, and other registered activities starting on or after October 3, 2022

The income guideline below can help determine if the Access Pass is right for you. Choose an Access Pass of 25, 50, 75, or 90% ongoing discount based on your financial need. Those with a lower income or higher number of family members may consider selecting a greater discount.

  • Single adults: up to $49,000 per year
  • Family of two-three: up to $58,000 per year
  • Family of four: up to $66,000 per year
  • Family of five: up to $74,000 per year
  • Family of six: up to $83,000 per year
  • And more

If the Access Pass you register for is no longer enough, please call the PP&R customer service center at 503-823-2525 to register for an Access Pass that better meets your needs.

How to use an Access Pass

  1. First, register for an Access Pass. Choose 25, 50, 75, or 90% discount, based on your financial need. Every discount user within a household should register for an Access Pass.

    You can also register over the phone or in-person at any PP&R facility, or by calling the customer service center at 503-823-2525. Phone interpretation provided.
     
  2. After you have registered for your Access Pass, you can sign up for any PP&R activity or purchase an admission pass at a reduced cost. Your Access Pass will automatically apply to all eligible activities for 12 months.

    For drop-in admission, mention your Access Pass for staff to look up or have a pass printed.

Examples

Actual fees vary by program. If your Access Pass discount is not enough for a specific activity, you can reach out to the program staff or the Customer Service Center to request additional support.

  • An Adult 20-Visit community center pass costs $106 for Portland residents.
    • Register for a 25% Access Pass to reduce the cost to $79.50.
    • Register for a 50% Access Pass to reduce the cost to $53.00.
    • Register for a 75% Access Pass to reduce the cost to $26.50.
    • Register for a 90% Access Pass to reduce the cost to $10.60.
  • Swim Lessons cost $60 (for 10 lessons)
    • Register for a 25% Access Pass to reduce the cost to $45
    • Register for a 50% Access Pass to reduce the cost to $30.
    • Register for a 75% Access Pass to reduce the cost to $15.
    • Register for a 90% Access Pass to reduce the cost to $6.
  • Youth camp at a community center cost $200 for Portland residents. A $40 deposit is due at the time of registration.
    • Register for a 25% Access Pass to reduce the cost to $150. A $30 deposit is due at the time of registration.
    • Register for a 50% Access Pass to reduce the cost to $100. A $20 deposit is due at the time of registration.
    • Register for a 75% Access Pass to reduce the cost to $50. A $10 deposit is due at the time of registration.
    • Register for a 90% Access Pass to reduce the cost to $20. A $4 deposit is due at the time of registration.

Funding

In a 2017 survey, 20% of Portlanders said that cost was a barrier to participating. That barrier was even larger for Portlanders of color (25%) and people living in East Portland (28%). Thanks to the 2020 Parks Levy, we now have the funding to reduce cost as a barrier for those who need it most. This work directly supports the commitment that PP&R made in the November 2020 voter pamphlet. Without the Parks Levy, the Access Pass would not be possible – thank you, voters!
