About Us


OMF Facilities Services owns and operates approximately one-third of the City of Portland’s building stock, primarily the City’s office buildings, civic facilities, and public safety facilities. Facilities also provides real property services, such as leasing, real property acquisitions, and real property dispositions, to all City bureaus.  


Organizationally, Facilities is housed within the Division of Asset Management (DAM), which is a division of the Office of Management and Finance (OMF).

Mission and Vision

OMF Facilities Services leads the way in planning, developing, and operating sustainable, accessible, cost-effective public facilities that work well for the bureaus that use them, and the public we serve. As an organization, we help the City contribute to Portland’s character, and make Portland a better place to live.

Departments

OMF Facilities is comprised of five different teams: Administration; Long-Range Planning & Real Estate Portfolio Management; Moves, Additions, and Changes; Capital Asset Management; and Operations & Maintenance. Together, these teams support the full lifecycle of property management needs for facility assets.

Administration (Steve Dering)

Our Administration team provides comprehensive executive and business services support to the Facilities’ organization, overseeing strategic and annual planning, safety, compliance, contracting, technology, data governance, performance reporting, administrative, and people matters that affect Facilities’ programs.

Long-Range Planning & Real Estate Portfolio Management (Rick Dyer)

The Long-Range Planning & Real Estate Portfolio Management team develops long-term physical and financial plans to guide City facility investment and manages the City’s real property portfolio in alignment with these plans. The P&PM team is also responsible for negotiating and executing near-term real property agreements on behalf of nearly all City bureaus, as directed by City code. 

Moves, Additions & Changes (Randi Selleck)

Facilities’ Moves, Additions & Changes (MAC) team manages occupancy planning activities for OMF Facilities, ensuring that existing OMF-owned space is as well-utilized as possible. In addition, the team manages bureau moves and tenant improvements within OMF’s facilities, leads architectural design and construction activities for new site developments, and manages major facility rehabilitation projects. The team also develops and maintains all OMF interior design and furniture standards.

Capital Asset Management (Jeremy Hunt)

The Capital Asset Management (CAM) team is responsible for ensuring the long-term health, safety, and cost-effectiveness of Facilities’ existing building stock by conducting routine facility condition assessments, performing engineering and building systems studies, replacing aging and obsolete assets, and leading major facility reconstruction, building modernization, and building system replacement projects. The CAM team also leads Facilities’ Strategic Energy Management program, focused on energy efficiency, and develops and maintains all engineering standards for the organization.

Operations & Maintenance (Vacant)

Facilities’ O&M department is responsible for ensuring that all building maintenance and operations needs are addressed quickly and thoroughly to support facility safety, functionality, and comfort. This team’s work extends the life of facilities and equipment through preventive maintenance and proper repair, which in turn allows for cost-effective management of our sites. Operationally, the O&M team supports bureaus’ enjoyment and use of our facilities via oversight of vended services, meeting room management, event setup, and art management.
