The Clean & Safe District is one of three enhanced service districts in Portland, where property owners fund enhanced services such as trash cleanup, graffiti removal and business development.

The Clean & Safe District was established in 1994. It currently has 426 ratepayers.  The district’s next sunset renewal will occur prior to September 30, 2031 and its current contract with Clean & Safe is set to expire on September 30, 2026.  The Clean & Safe District is managed in partnership with Clean & Safe.

Clean & Safe Reporting

New Contract Transition

On September 29, 2021, City Council authorized a new contract with Clean & Safe.  Over the next several months the City will work with Clean & Safe to transition to this new contract.

Portland Police Bureau Contract Assessment

On April 13, 2022, City Council authorized a new contract with Clean & Safe transitioning away from Clean & Safe funding four Portland Police Bureau Bike Patrol positions over the next three years.

2021 Sunset Review and Contract Renewal

In accordance with City Code 6.06.220, on September 29, 2021, City Council passed a resolution to continue the Clean & Safe district property management license fee. On that same date, City Council passed an ordinance to sign a new contract with Clean & Safe to manage the district.

This decision followed negotiations with Clean & Safe and a community engagement process over the spring and summer of 2021, including five community listening sessions, one on one meetings with stakeholders, and written commentary.
