Agenda

3:00 pm - Roll-Call / Introductions

3:05 pm - Public Testimony Period

Clean Air Construction Intergovernmental Oversight Committee ("CAC Committee") meetings are open to the public. The first 10 minutes of each meeting are reserved for the public to address the Committee with questions or comments regarding the issues on that meeting’s agenda.  For any questions/comments outside of the meeting agenda, we ask that you please submit them in writing to the CAC Program Coordinator.  If multiple members of the public have questions/comments, then the 10 minutes will be allocated to accommodate as many members of the public as possible.  The remainder of the meeting is reserved for committee discussion and decision making on CAC program matters.

3:15 pm - Program Updates

  • Welcome Portland Community College!

  • No meeting 2/21 – President’s Day. Next meeting 3/7

  • Pre-assessment voucher program update

  • Beginning auditor solicitation.

3:25 pm - CAC Agency Updates

3:35 pm - Syncing Key Program Elements Discussion

  • Check in on program administrator accounts. Question about designating additional program administrators within an agency. Should there be any requirements for that person to attend oversight committee meetings?

  • Will emergency exemptions get decals?

  • For example:

    • If a Nonroad Diesel Construction Equipment and/or On-Road Diesel Powered Dump Truck or Concrete Mixer is used in an emergency, then the requirement to display the decal may be waived until the emergency has been resolved, depending on the duration of the emergency and at the discretion of the Metro Project Manager.

  • Does anyone have a set system for determining which projects will get audited?

  • What key performance indicators would be valuable to you for the program to track?

  • Requesting audits - is requesting one in The Yard enough to set the process in motion, or does the requester also need to directly contact the 3rd party auditor and/or CAC Coordinator themselves?

  • Did we set any kind of quota for the number of compliance audits will be completed for each agency annually?

  • The Yard Manual states that agency Program Admins will be the ones to approve exemptions when no rental equipment is available. Are we considering that an emergency exemption?

3:55 pm - Final Comments & Notes for Future Meetings
