In August 2020, the City Auditor released a report which recommended the City review the status and purpose of the enhanced service districts program with the goal of developing new City Code related to district formation, scope of allowed services in public spaces, inclusive district governance, and accountable and transparent reporting.
In September 2021, City Council passed a resolution directing the Office of Management and Finance to carry out this review, including the addition of a review of the inclusion of residential properties in paying the management license fees which fund the districts.
Following meetings held in June 2022, which reviewed various elements of the Enhanced Service District program, the City will continue to review the program, gather additional feedback and develop a longer-term strategy to better understand the needs of the three Enhanced Service Districts.
