Federal Relations

Leads the development and advancement of the City’s legislative and regulatory priorities with Congress and federal agencies, coordinating the City’s pursuit of federal resources and policy improvements while defending against federal efforts to limit or preempt local authority.
The International Relations program works to strengthen Portland's global diplomatic, economic, cultural, and educational ties through partnerships with governmental, non-profit, and business institutions.

State Relations

Leads the development of a legislative agenda that reflects City Council & bureau priorities. Centrally coordinates lobbying efforts at the Oregon Capitol, advances the City’s agenda, pursuing positive funding, policy opportunities, and defending against efforts to limit or preempt local authority.

Tribal Relations

Promotes culturally grounded, long-term, positive relationships and decision-making through engagement with Tribal governments and the urban American Indian / Alaska Native community.
