Disability Equity and Engagement Survey
The Disability Equity and Engagement Survey (DES) is a data collection project aimed at documenting and elevating the experiences of people with disabilities in Portland. Currently, there are two waves of the survey available. The first captured responses in Summer 2021 while the updated survey was live June-August 2023.
The report generated from these data highlight how people with disabilities are disproportionately impacted by barriers in the built environment of Portland (e.g. broken sidewalks, inaccessible housing, etc.). This report includes descriptions of these barriers as well as comprehensive recommendations for improving ADA Title II compliance and incorporating Disability Equity into policy and planning.
The Disability Division is grateful to the nearly 4000 residents who participated in this project and to the community based organizations who made recruitment successful.
The data associated with this report are available upon request and will be embedded on the Disability Data site for independent download after privacy checks are completed.

Previous Surveys
The Disability Equity and Engagement Survey was first implemented through a partnership among the Office of Community and Civic Life, Portland State University, and Real Choice Initiative. The aim was to gather information on Portland's historically marginalized disabled community.
The Disability Division of the Office of Equity took on stewardship of the data in late 2022 and published a report in January 2023.
The 2023 Disability Equity and Engagement Survey is now closed. A report with findings from this survey is anticipated January 2024. Thank you again to all who participated in this essential data project.
