DOJ Settlement Conference
Periodically the Court holds a conference to review the City of Portland's and the Portland Police Bureau's progress and any concerns under the Settlement Agreement between the U.S. Department of Justice (DOJ) and the City.
Following voter approval of the City's new Oversight System, the DOJ and the City agreed to update the Settlement Agreement to include the Community Board for Police Accountability (CBPA) and the Office of Community-based Police Accountability (OCPA) as tools for strengthening accountability with increased community involvement.
On January 6, the City will provide an update on the development of the CBPA, including member appointments, training, and preparation for the Board's first meeting. Federal Court Judge Simon, who oversees the Settlement Agreement, will also accept testimony from interested groups and community members.

Inaugural meeting of the Community Board for Police Accountability
The Community Board for Police Accountability will hold its inaugural meeting in early February 2026. We'll share a special newsletter announcement once the details are finalized, and the meeting agenda will be posted on the OCPA website.

Training deadline extended
The Deputy City Administrator of City Operations has extended the training deadline for CBPA appointees, in accordance with the process outlined in Portland City Code. While City code requires appointees to complete background checks and training within six months of their appointment, external factors delayed completion of some requirements.
Some delays resulted from the Criminal Justice Information Services (CJIS) approval process. Appointees could not participate in certain training activities, such as ride-alongs with the Portland Police Bureau, until CJIS approval was granted. Several appointees had not yet received CJIS approval by the original deadline.
The extended deadline ensures all appointees can complete the required training before the first CBPA meeting.
